Okay, so in my opinion some one needs to create what I'd like to call "the secret shitter". Some person needs to create a website reviewing the washrooms of all these places in these cities and give them fair reviews of their washrooms, with the added help of comments from people. And also have them, if there are serious problems, report them to a worker and see if/when it gets cleaned up or repaired.
Many people and businesses underestimate the importance of having a pleasant washroom. A washroom can reflect the demeanor of a place of business or the ideals of management. Plus, when you have to go, producing a pleasant experience for a person makes them feel at home and more willing to spend more money...I don't really know why their all painted white. And sometimes you walk in, look around, and decide to hold it until you get home because the place is so horrible. If a washroom is so bad that I dont even feel safe with seat covers, I will go out of my way to not go back to that store.
